Improvements

• The anti-juggle rule no longer gets in the way of normal mazing. Building walls right in front of walking creeps, even when they have to turn round, is allowed again. Only builds that send creeps back over ground they have already walked are refused (a short backtrack is still fine), plus builds that would send them on a very long detour
